Waltz does resist this effect by a noticeable amount.
Unlocks the hidden potential of the Pan of Destiny, now dealing massive percent damage.
The Pan can usually turn even Volatiles sunny-side-up in one badoink.
However, those pesky human enemies can put up some fight before realizing it is pointless to resist against your culinary talents.
Makes the Empowerment Mod definitely balanced (400 damage increase)
You can only have this staggeringly well balanced buff when Empowerment is maxed out.
Buffs Legendary tier weapons by a juicy amount.
